While the incident took place in December of 2021 at Thunder Bay Regional Health Sciences Centre, the investigation was only launched in early January of this year.
The complainant was a patient who fled the hospital and the officers were called in to locate and bring them back under the Mental Health Act.
However once they were found, near the Golf Links Road entrance, they refused to comply with the officers and a struggle ensued, resulting in the the complainant being struck in the torso with knee strikes.
No complaint was made at the time of the incident, but following a clinic visit the complainant was diagnosed with rib fractures.
Investigators with the Special Investigation’s Unit reviewed body cam footage and filed reports of the incident, and found while the complainants ribs were broken as a result of the knee strikes, they were unattributed to any unlawful conduct.
